National Park Service to Extend Draft SEIS Comment Period and Will Extend Existing “One Year Rule” To Open Park on December 15th

On August31, 2012, the National Park Service (NPS) announced their plans to extend the Draft SEIS comment period for 30 days. The original comment period was only 45days and ended on August 20, 2012. This extension comment period will run through October 7, 2012, according to the Park Service’s Planning, Environment& Public Comment (PECP) http://parkplanning.nps.gov/projectHome.cfm?projectID=40806.

If you have already commented on the Draft Winter Use Plan and Draft Supplemental Environmental Impact Statement (Draft Plan/DSEIS) for Yellowstone National Park, you can comment again. Remember the Winter Use Plan DSEIS analyzes a wide range of alternatives. BRC and our partners will be again reviewing the plan and DSEIS and will have additions to the current comment suggestions already posted. In the meantime, visit our dedicated website (www.saveyellowstonepark.com) to read the current comment suggestions or to obtain more information.

In addition, the Park Service also announced its proposal to extend the existing” one-year-rule” regarding the management of snowmobiles and snowcoach activity in Yellowstone for the 2012-2013season. This means that starting – December 15, 2012 – 318 commercially guided Best Available Technology snowmobiles and 78 commercially guided snowcoaches will be allowed. The proposed extension will also continue to provide access for motorized travel from the East Entrance road over Sylvan Pass.

The actual details on the Draft SEIS, an electronic copy and a form for submitting public comments on the document electronically via the Internet, are available at the National Park Service’s Planning, Environment and Public Comment (PEPC) website (www.parkplanning.nps.gov/yell). Once there, click on the “2012Supplemental Winter Use Plan EIS” link. You can request a copy of the Draft SEIS in compact disc or printed paper form, and submit written, hard copy comments by mail to: National Park Service, Management Assistant’s Office, P.O. Box 168, Yellowstone National Park, WY 82190. Comments may be submitted in writing through the PEPC website, in person or by mail. Comments will not be accepted over the phone, by fax or email. No bulk comments will be accepted.

The document is now open for public review and comment. The comment period will close on October 7, 2012.

Note, the National Park Service intends to have a final SEIS, Record of Decision and final rule guiding winter use in place before the start of the 2013-2014 winter season. The winter season a year from now will also be the same as the2012-2013 up-coming season with 318 commercially guided Best Available Technology snowmobiles and 78 commercially guided snowcoaches allowed.
